Project Description

Following a recent ownership transition at Coconut Marketplace—a 230,430 sq. ft. multi-tenant retail complex in Kapaʻa—the new management company, Beall Corp, faced immediate pressure to comply with stricter utility documentation standards. During a tenant improvement (TI) permit submission, the local water utility flagged insufficient fixture accounting, placing the project at risk of delay.

Scope of Work

Pragmatic PE was retained to provide fixture accounting services for the full property. We conducted a comprehensive on-site survey in close collaboration with Beall Corp and their tenants to establish a reliable fixture baseline. Our team calculated remaining meter capacity and assessed the impact of the proposed TI on utility allocations.

  • Solution: We developed a detailed fixture matrix and accompanying site plan that met utility standards, enabling permit issuance and setting a template for future reviews.
